Two mistakes the Ravens made. Harbaugh needed to call a TO or the D needed to drop into a zone which is standard MO with every team in the league with coverage confusion pre-snap (if you're not going to call a TO of course). A system with a backup was ignored and the penalty was just stupid coaching.
