They hold press conference, tell everyone they have searched all homes in their zone, and they cant find him, use caution but you can come out.

 

Within 30 minutes, Home owner notices bloody clothing and that one of his boat straps is cut, investigates, finds bloody terrorist in bottom of boat, notifys authorities, and you know the rest.

 

Tell me how this helicopter took this shot, and didnt notify the ground forces immediately?
