True, but teams have to or are supposed to use all of the cap. There is a cap at the bottom too. Still boggles my mind why it is not enforced, teams like the Pats, Browns etc that have 40, 50 mil in cap space. The Ravens, while not perfect with the cap, do spend up to the limit. Quote
