From what I've been able to find, the offer was real, but the Jags don't think Hurst is better than the tight ends they have and view the Ravens 1st (predicting it to be low) like a high 2nd round pick.

Maybe, but a 1st, a 2nd and Hurst is insulting any way you look at it and as you said, is far to much for another player
